Staff turnover is generally due to poor management or sales staff being expected to meet KPI's  !.... to ensure they are paying their way  and grow the business
Unfortunately car & bike sales are very impromptu and unpredictable and   even when they do make the set mark a couple of months in a row, the goal posts are moved as an incentive to work harder than you did last month.
